When you arrive at a Ukrainian border checkpoint, you have about 90 seconds to present the right documents in the right order. Most guides list what to bring — this one walks through what actually happens, step by step.
What Ukrainian border officers check — in order
At every official Ukrainian border crossing, the procedure for foreign nationals follows a consistent sequence:
- Passport and travel document. Valid for at least 6 months beyond your intended stay at most crossings. Check your specific country's requirements — some bilateral agreements allow shorter validity.
- Visa or visa-free status confirmation. Citizens of EU countries, the US, Canada, UK, Japan, and many others enter visa-free for up to 90 days. If your nationality requires a visa, it must be valid and stamped.
- Health insurance documentation. Required under Article 7 of the Law of Ukraine on Insurance. Officers verify the coverage amount, validity dates, and that the policy format meets Ministry of Foreign Affairs standards. A digital PDF on your phone is accepted at all official crossing points.
- Purpose of visit. You may be asked why you are entering Ukraine. Common answers: tourism, visiting family, volunteer work, business, journalism. Be specific — vague answers cause delays.
- Proof of sufficient funds (occasionally). Not always checked, but officers can ask. Having a credit card or cash equivalent to €50–100 per day of planned stay is sufficient in practice.
What happens if you are missing insurance
Ukrainian border officers are trained to request insurance documentation from every foreign national. If you cannot present a valid policy:
- At land crossings: you may be directed to a nearby insurance window to purchase on the spot — typically at higher prices with limited plan options
- At airports: the same applies, but options are more limited after late-night arrivals when insurance desks may be closed
- In both cases: if no compliant insurance can be arranged, you will be refused entry — not fined, but turned away

Land border crossings vs. airports — key differences

At international airports (Boryspil, Lviv, Uzhhorod), the process is faster and more standardised. Insurance checks are routine and the full passport control process typically takes 15–30 minutes after landing.
At river and sea crossings, the procedure mirrors land crossings. All the same documents apply. Processing is sometimes slower due to lower officer staffing.

These are the most frequent issues for foreign nationals at Ukrainian checkpoints:
- Insurance dates off by one day. If your policy starts the day after you cross, you will be turned back. Buy insurance starting on your crossing date.
- Wrong coverage type. Generic travel insurance not specifically formatted for Ukrainian border requirements is sometimes rejected. Policies must comply with Article 7 requirements — not all travel policies do.
- Phone with no offline access. If you are presenting a digital PDF, download it to your phone before the border. Do not rely on a browser tab that requires internet — mobile coverage at some land crossing points is inconsistent.
- Expired visa. The visa expiry date is the day you must exit, not necessarily the day you entered. Check the dates carefully before travelling.
