Most foreigners entering Ukraine know that health insurance is required. What catches them by surprise are the details. Here are five facts about Ukraine's insurance law that most visitors only learn when it becomes a problem.
1. The law applies even if you are staying for one day
Article 7 of the Law of Ukraine on Insurance sets no minimum stay threshold. Whether you are crossing for a one-day visit to Lviv or staying for six months, the legal requirement is identical: valid health insurance must be in force from the moment you enter Ukrainian territory.
There is no grace period, no tourist exception, and no visa category that exempts foreign nationals from this rule. The law applies to all foreign citizens and stateless persons temporarily staying in Ukraine — regardless of nationality, purpose of visit, or duration.
2. Generic travel insurance often does not qualify
Standard European travel insurance policies — including those from major providers like AXA, Allianz, Europäische Reiseversicherung, or your bank's travel card coverage — frequently do not meet Ukrainian Ministry of Foreign Affairs requirements. Common reasons:
- Coverage amount below the required minimum (100,000 UAH, approximately €2,300)
- Policy format not recognised by Ukrainian border control — missing required fields or issuer information
- War risk excluded by default (standard in most general travel policies)
- Policy not specifically issued and formatted for Ukrainian border compliance
Ukrainian border officers are trained to identify policies that technically exist but do not comply with Article 7. Presenting a non-compliant policy can result in the same outcome as presenting no policy at all.
3. A digital PDF on your phone is legally equal to a printed document
Ukraine's Ministry of Foreign Affairs formally accepts digital insurance documents at all official border crossings. A PDF displayed on your phone screen carries the same legal validity as a printed copy. No printing is required.
Practical advice: download the PDF to your phone's local storage before you reach the border. Do not rely on a browser tab or cloud link that requires an internet connection — mobile data coverage at some land crossing points, particularly during heavy traffic, is inconsistent.
4. Arriving without insurance means refusal, not a fine
The enforcement mechanism at the border is entry refusal. Ukrainian border officers do not issue on-the-spot fines — they turn people away. If you arrive without valid insurance, you are sent back to arrange it (at a border insurance desk or online) and re-queue.
Some visitors assume they can pay a penalty on the spot or sort out insurance after entering. That is not how this works. Correction happens before you cross, not after. At busy crossings with long queues, being turned away adds significant time to your journey.
5. Visa applicants need insurance before the embassy appointment — not before travel
If your nationality requires a Ukrainian visa, health insurance is part of the visa application at the embassy — submitted weeks before you travel. The insurance policy must cover your full planned travel period.
This creates a practical consideration: you need to purchase insurance before you have a confirmed travel date, and the policy must start on your planned arrival date. If your visa is delayed and your travel dates shift, the insurance dates need to match.

What Article 7-compliant insurance looks like
A valid policy for entering Ukraine must:
- Cover a minimum of 100,000 UAH (~€2,300) in medical expenses — or €30,000 for the Advanced plan
- Be issued by a licensed Ukrainian insurance company or an internationally recognised insurer authorised for Ukrainian border compliance
- Show the insured person's full name and passport number
- Show exact coverage start and end dates matching or exceeding your travel period
- Be presented as a verifiable signed document — digital or printed
