Insurance for a Ukraine Visa Application: The €30,000 Rule

A Ukraine visa or e-Visa requires health insurance of at least €30,000 valid for your whole stay. Which plan qualifies, which dates to set, why policies get rejected.

A Ukrainian visa application requires a health insurance policy with coverage of at least €30,000, valid in Ukraine for your entire planned stay. This is a higher bar than the border rule for visa-free travellers — and it is the single most common reason insurance gets rejected by a consulate or the e-Visa system.

What insurance does a Ukraine visa application require?

Under the Rules for Issuing Visas (Cabinet of Ministers Resolution No. 118 of 1 March 2017), every applicant must submit a valid health insurance policy together with the passport, photo, proof of funds and a document confirming the purpose of the trip. The Ministry of Foreign Affairs of Ukraine checks four things:

  • Coverage of at least €30,000 (or the equivalent in another currency)
  • Valid on the territory of Ukraine — not "Europe" or "Schengen area", which do not include Ukraine
  • Valid for the full period of the intended stay — from the day you plan to enter to the day you plan to leave
  • Issued in the applicant's name exactly as in the passport — Latin letters, same spelling, same passport number

The same requirement applies to all visa types: transit (B), short-term (C, up to 90 days within 180 days) and long-term (D), as well as to the electronic visa.

Is the Basic plan enough for a visa?

No. The Basic plan covers 100,000 UAH (~€2,300). That meets the legal minimum for crossing the border visa-free, but it is below the €30,000 threshold for a visa application. If you need a visa, choose the Advanced plan: €30,000 of medical coverage, including war risk and radiation — from €5.32 for 3 days, then €1.60 per additional day.

Who needs a visa to enter Ukraine?

Citizens of roughly 40 of the 118 countries we cover need a visa — among them India, Pakistan, Bangladesh, Egypt, Morocco, Algeria, Tunisia and Nigeria. Citizens of the EU, the United States, the United Kingdom, Canada, Japan and most of Latin America enter visa-free for up to 90 days within any 180-day period. e-Visa or embassy visa — which one do you apply for?

Ukraine resumed issuing electronic visas on 19 February 2025, after suspending them in 2022. If your nationality is on the e-Visa list, it is the faster and cheaper route:

  • e-Visa: applied for online at evisa.mfa.gov.ua. Fee: USD 20 single entry, USD 30 double entry. Decision within 3 business days; urgent processing in 1 business day costs double. Allows a stay of up to 30 days for tourism, private visits, business, medical treatment, culture, science, education or sport. You upload the insurance policy as a PDF.
  • Embassy or consulate visa (type C): for stays of up to 90 days within 180 days, or if your nationality is not eligible for an e-Visa. You submit the printed policy with your application. Standard processing takes up to 10 working days; urgent processing up to 5 working days at a double fee. Fees vary by country — confirm the amount with the consulate that handles your application.
  • Long-term visa (type D): for work, study, family reunification or volunteering. It is issued for 90 days, during which you apply for a temporary residence permit in Ukraine. The policy must cover at least the period until the residence permit is issued.

Which dates should the policy cover?

The policy must start on or before your planned entry date and end on or after your planned exit date. Consular officers compare three sets of dates: your application form, your tickets or invitation, and your insurance. A one-day gap is enough for a refusal.

  • Buy the policy before you apply — the PDF is part of the application package, not something you add later.
  • Set the start date to your intended entry date, not the purchase date. Our policies activate on the date you choose.
  • Add a margin of 2–3 days at the end if your return date may move. Each extra day on the Advanced plan costs €1.60.
  • For a double-entry visa, cover the whole window between the first entry and the final exit.

Why do consulates reject insurance policies?

Five reasons account for almost every rejected policy:

  1. Coverage below €30,000. Cheap "border minimum" policies are not visa policies.
  2. Ukraine is not in the covered territory. Schengen and "Europe" travel policies usually exclude Ukraine, and most international insurers exclude active war zones altogether.
  3. The dates are shorter than the trip. The policy ends before the declared exit date.
  4. The name or passport number does not match. A missing middle name or a transposed digit is treated as a different person.
  5. A screenshot instead of a document. Submit the original PDF with the policy number, insurer's details and signature or stamp.

How do you get a visa-ready policy, step by step?

  1. Decide your entry and exit dates and check your visa type (e-Visa, C or D).
  2. Fill in the form on this site with your name and passport number exactly as in the passport.
  3. Select the Advanced plan (€30,000) and your dates — any duration from 3 to 180 days.
  4. Confirm your email with the 4-digit code and pay by card.
  5. Receive the official PDF policy by email, usually within 5 minutes.
  6. Upload the PDF to evisa.mfa.gov.ua or print it for the consulate.
  7. Keep the same PDF on your phone — border officers ask for it again when you enter Ukraine.

Example: a 14-day trip on the Advanced plan costs €5.32 + (11 × €1.60) = €22.92. A 30-day stay — the e-Visa maximum — costs €48.52.

What happens if your visa is refused?

If the visa is refused and the policy's start date has not yet been reached, you can request a full refund under our Refund Policy — email us the policy number within 30 days of purchase. Once the coverage period has started, or once the policy has been used to obtain a visa or cross the border, it is no longer refundable. If you reapply for different dates, we can issue a replacement policy for the new period.

Do you need the policy again at the border?

Yes. A visa in your passport does not replace insurance at the checkpoint. Article 7 of Ukraine's Insurance Law requires every foreign national to hold valid health insurance when entering, and border officers check the policy dates against your actual entry date.
